Book 7: Emperor Pius Dei — Part IV: Touch and Go

Captain Tagon: "Touch-and-Go?"
Ennesby: It's fraught with meaning.
Ennesby: It alludes to the crash-and-recovery process as if it were a minor event, like a touch-and-go landing.
Ennesby: It suggests the military tactic of "hit-and-run," without coming right out and saying it.
Ennesby: And of course it's a nod to the management practices around here.
Captain Tagon: "Touch-and-go" management?
Ennesby: No. "Hit-and-run."
