Book 15: Delegates and Delegation — Part III: Conflagration


KATHRYN: This is all wrong.  We're still reacting predictably.

KATHRYN: If Chu attacks, a big part of the city will be gone, and the evidence gone with it.  Worse, it will appear as if Earth's military attacked her capitol.

Enemy agitprop will play that up, and the civil war begins.

MURTAUGH: But... if Chu doesn't attack, the whole city is destroyed, the evidence lost, and the civil war begins.

KATHRYN: Check, and mate.  It's brilliant.

SORLIE: Before I die, I want to do something besides admire how much smarter than me our enemy is.
