MENENDEZ: The ordinances you've laid out for enforcement are good, but you don't appear to have a judiciary in place yet.

MENENDEZ: The liberties of your civilian population will be better protected if the arresting officer, the prosecuting attorney, and the judge are not on the same payroll.
